Lynda Waltho: I accept that. I know that Sandwell is doing very well with its libraries, as is Birmingham , and they are both neighbouring authorities. In this case, however, there is no evidence that Dudley ever considered thinking outside the box. If it could take the example of Sandwell or of Birmingham , I would be a very happy MP, but there is no evidence of that.
